Senator Steven Choi’s SB 971 Advances Out of Senate Health Committee on Consent

Senator Steven Choi, Ph.D. (R–Irvine) today announced that Senate Bill 971, legislation to expand community-based education and support programs for older adults, has passed out of the Senate Committee on Health, unanimously.

SB 971 establishes the Healthy Aging Community Partnerships Program, authorizing local health departments, school districts, and community partners to offer voluntary, locally tailored programs that promote healthy aging, social engagement, and independent living.

“California’s seniors deserve access to the tools and resources they need to remain active, connected, and independent,” said Senator Steven Choi. “SB 971 empowers local communities to deliver practical, meaningful programs that improve quality of life while remaining fiscally responsible.”

Under SB 971, participating local entities may offer programming such as digital literacy, physical activity, nutrition education, health care navigation, emergency preparedness, and social engagement opportunities. These programs are designed to address common challenges facing older adults, including navigating technology, maintaining health, and avoiding social isolation.

Importantly, the bill is structured as an optional, locally administered program that leverages existing community resources and partnerships, avoiding new state mandates and minimizing fiscal impact.

They want to stay independent, connected, and engaged in their communities,” said Senior Senator Steve Lipson, California Senior Legislature, the bill’s sponsor. “By supporting locally driven programs, this bill ensures seniors have access to the education and resources they need to thrive.”

SB 971 is a bipartisan measure coauthored by both Republican and Democratic lawmakers, reflecting broad support for improving quality of life for California’s growing older adult population.

The bill now goes to the Senate Floor.
