Senator Steven Choi’s SB 935 Passes California State Senate

Measure to Extend Design-Build Authority for Local Infrastructure Projects Advances to Assembly

The California State Senate passed Senate Bill 935, authored by Senator Steven Choi, Ph.D. (R–Irvine), which removes the sunset on local agency design-build authority and allows the streamlined project delivery method to continue indefinitely.

SB 935 repeals the January 1, 2031, expiration on existing law authorizing local governments to use design-build for public works projects over $1 million. The method enables a single entity to design and construct a project, improving efficiency and reducing costs.

“California must invest in infrastructure in a way that is both efficient and fiscally responsible,” said Senator Steven Choi. “SB 935 ensures local agencies can continue using a proven approach that saves taxpayer dollars and delivers projects faster.”

Studies show design-build projects are delivered more than 30 percent faster and cost about 6 percent less than traditional methods.

The bill is supported by the League of California Cities.

SB 935 now heads to the California State Assembly for consideration.
